IMPORTANT NOTICE (Effective 1 June 2008)
FOR ALL YACHT ARRIVALS & DEPARTURES INTO OR OUT OF SINGAPORE WATERS


Raffles Marina is a gazetted CIQP Marina, under the Immigration Act (Chap 133). Strict legal requirements govern the international entry and departure of persons and yachts.

Please note the following key procedures, which must be complied with:
• All yachts arriving from overseas, requiring inward clearances, must tie up at the designated CIQP zones and await clearances.

• Yachts requesting immigration clearance must fly the international code flag Q, (or 2/5 or 3/4 flag), until clearances are completed.

• No person may disembark and no person may board the yacht, until clearances are completed. No goods may be
off-loaded, and no goods may be on-loaded, until clearances are completed.

• Similarly, yachts already cleared out are required to ensure that pending departure, no cleared person disembarks,
and no other person boards; and no cleared goods are off-loaded and no other goods are on-loaded.

• CIQP clearances are available by prior appointment, between 0900 and 1700hrs only. Security and marina
personnel are available to assist. As ICA officers are not based at the marina, advance notice is required, or a
waiting period of 2 to 4 hours may be required.

• As required by law, armed security guards are posted at the marina, to ensure compliance. The co-operation of all arriving and departing yachts, is appreciated.

STANDARD OPERATING PROCEDURE FOR IMMIGRATION AND CUSTOMS CLEARANCE FOR YACHT ARRIVALS AND DEPARTURES INTO OR OUT OF SINGAPORE WATERS

Raffles Marina is a gazetted CIQP Marina, under the Immigration Act (Chap 133). Strict legal
requirements govern the international entry and departure of persons and yachts.

Please note the following key procedures, which must be complied with:

OPERATING HOURS
A) 0900hrs to 1700hrs
Raffles Marina will arrange Arrivals and Departures of Immigration clearance daily, Mon-Sun
(inclusive of Public Holidays) from 0900 hrs to 1700 hrs ONLY.

B) Before 0900 hrs and after 1700 hrs
For clearance before 0900 hrs and after 1700 hrs, please proceed to the two gazetted
immigration anchorages.

1) Changi General Purpose Anchorage
Approximate Position Lat 01° 20.2 ‘ N. Long. 104° 03.8 ‘ E

2) Western Quarantine & Immigration Anchorage off Sisters Island
Approximate Position Lat. 01° 13.0 ‘ N. Long. 103° 49.7’ E

Please note that you must hand over to the Immigration Officer all Passports and
Crew/Passenger list.

CLEARANCE FOR YACHT ARRIVALS
1) Submit Crew/Passenger list, 6 hours in advance, to our Dockmaster’s Office via
fax 6862 2280 or email to dmo@rafflesmarina.com.sg.
2) Advise ETA at Raffles Marina.
3) Call Raffles Marina at VHF Channel 77, 30 minutes prior to your arrival.
4) Fly flag number ‘2’ and`5` in a vertical line with `2‘ above`5’, if you have no passengers
on board.
5) Fly flag number`3’ and`4’ in a vertical line with `3’ above`4’, if you have passengers
onboard.
6) Proceed to Zone A or Zone B (please see attached for the CIQP Zone Map).
7) Wait for ICA Officer to board your vessel for immigration clearance.

IMPORTANT:
No person may disembark and no person may board the yacht, until clearances are
completed. No goods may be off-loaded, and no goods may be on-loaded, until
clearances are completed.

As required by law, armed Security Guards are posted at the marina, to ensure
compliance. The co-operation of all arriving and departing yachts, is appreciated.

Upon clearance by the ICA officer, the Captain is to proceed to Dockmaster’s Office for
registration. Please bring along the following documents:
• Registration Certificate
• Insurance Certificate
• Last Port Clearance and the crew/passenger list, checked and stamped by the
Immigration Officer.

Only after all documents are cleared, please moor your boat to the allocated berth.

CLEARANCE FOR YACHT DEPARTURES
1) You are required to inform the Dockmaster’s Office of your ETD 6 hours in advance
before your departure.
2) Immigration clearance will be processed onboard the vessel.

IMPORTANT
Yachts already cleared out are required to ensure that no person disembarks and no
person may board the yacht, until clearances are completed. No goods may be off-
loaded, and no goods may be on-loaded, until clearances are completed.

3) It is important to note that no crew or passengers are allowed to disembark once
Immigration clearance is complete except for emergency.
4) You must depart the berth, as soon as you have been cleared by the Immigration.

PORT CLEARANCE
A) With valid Boat Registration Certificate
Port clearance can be processed at Dockmaster’s Office provided your boat registration
certificate is valid. Please bring along the last port clearance and valid boat registration
certificate.
B) Without Boat Registration Certificate/Expired Boat Registration

Certificate
If you do not possess boat registration certificate or your boat registration certificate has
expired, please proceed to:

Pilotage (Vessels Over 300 GRT) Back to Top


Vessels with a Gross Registered Tonnage of over 300 GRT, are required to take on a Singapore Pilot for entry to Singapore port, and thus also entry to Raffles Marina.

The Dockmaster’s Office can arrange for Pilotage Service. Pls contact the dockmaster’s office at Raffles Marina.

Fire Arms Back to Top


Singapore maintains some of the toughest fire-arms laws in the World. As a result, all vessels carrying fire-arms must do the following:

  • On arrival, declare all fire-arms, and any controlled weapons to the Auxiliary Police CISCO
  • A CISCO officer will escort the fire-arms from your vessel, to a central depository for safe storage
  • On departure, the fire-arms will be escorted back to the vessel. The vessel must then depart Singapore port
  • Escort, Storage, and Permit fees apply (pls note these are not negligible)

The Dockmaster’s office can advise on the above procedures on arrival.

Raffles Marina is equipped with Wireless Internet, with coverage across the entire marina and clubhouse. Boaters can enjoy wireless aboard their vessel, at their berths, or within the club house area.
